Tugay, who made his debut against the Republic of Ireland in May 1990 at the age of 19, ended a three-year international exile when he came out of retirement to help Fatih Terim's team defeat Georgia in February of this year.
But having not featured in Terim's plans since, Tugay decided that the time was right to call it a day on his 17 years of international service.
